A full list of banks that off basic bank accounts is here http://www.moneymadeclear.fsa.gov.uk/HTML/en/products/bank_accounts/basic_bank_accounts_popup.htm Not all of the listed accounts come with Electron cards so you'll have to check with each bank. I've just applied for an Easycash account with the Halifax which does come with Electron.
